Cecil D. Ashley, 79, of Colonial Heights, passed away on Wednesday, August 27, 2014 at Southside Regional Medical Center. He was born on November 28, 1934 in Roanoke Rapids North Carolina to the late Robert Deward and Gladys Dolby Ashley. Mr. Ashley was a member of Matoaca Baptist Church, and retired from the Virginia Department of Transportation with 38 years of service. He is survived by his wife of 59 years, Joyce P. Ashley; daughter, Sharon K. Franklin and husband, Charles W. Franklin Jr.; son, Brian K. Ashley and wife, Sherri Ann Shink-Ashley; grandchildren, Robert A. Brown, Dianna A. Rosbicki and husband, Stephen G. Jr. and Shawn P. Ashley; great-granddaughters, Brianna Nicole Rosbicki and Hailey Grace Rosbicki; sisters, Betty A Stein, Wilma A. Elkins and husband, Jimmie, and Mary A. Henshaw; brother-in-law, Claiborne T. Perdue Jr. and wife, Sharon; nephews, Robert Elkins, Michael Elkins, and Douglas Henshaw; and a niece, Robin Via. A funeral service will be held at 11:00 a.m. Saturday, August 30, 2014 at the Colonial Heights Chapel of the E. Alvin Small Funeral Homes and Crematory, 2033 Boulevard with the Reverend Donald Joyner officiating. Interment will follow in Southlawn Memorial Park, Prince George, Virginia.
