Frances Seay

Frances Scarlett Clements Seay, 70, of Petersburg, VA passed away on Tuesday, February 23, 2016 at her residence. Born in Richmond, VA she was the daughter of the late James Lewis and Blanche Frances Kelley Clements. Mrs. Seay was a longtime and dedicated member of Highland United Methodist Church in Colonial Heights. She retired from Southside Regional Medical Center after 30 plus years of service. Mrs. Seay is survived by her loving daughters, Carrie Marie Broaddus and husband, Shawn and Robin Biernbaum; seven grandchildren, Sierra, Samantha, Skyler, Chloe, Beth, Becky and Blake; two sisters, Carolyn Madures and husband, Jimmy and Rosalyn Thompson and husband, Tony; one brother, James L. Clements II and wife, Carol Ann and numerous nieces and nephews. A memorial service will be held at 11:00 a.m. on Saturday, February 27, 2016 at Highland United Methodist Church with the Rev. Dr. Dorothy O'Quinn, officiating. Interment will be private. The family will receive friends from 7:00 to 8:30 p.m. on Friday, February 26, 2016 at the E. Alvin Small Funeral Homes and Crematory, 2033 Boulevard, Colonial Heights, VA 23834. In lieu of flowers, contributions may be made to Highland United Methodist Church, 125 E. Westover Ave, Colonial Heights, VA 23834.
