James William "Jim" DeBoer, 63, of Colonial Heights, died Saturday, July 11, 2009 at the Laurels of Willow Creek, Midlothian, Va. A native of Michigan, Mr. DeBoer is the son of Jay J DeBoer and the late. Joyce Marie Pastoor DeBoer, and was preceded in death by his wife, Judy Moore DeBoer. He was a member of Swift Creek Baptist Church where he served the church in various capacities, to include Deacon, Sunday School Teacher, Finance Committee Chairman, and Mid-Range Planning Committee Chairman. Mr. DeBoer also had a long and successful legal career. After receiving a Bachelors Degree at Virginia Commonwealth University, he received his Jurist Doctor Degree from William and Mary Law School. He was admitted to practice in 1971 and further admitted to practice before the Supreme Court of the United States in 1974. He was Principal in the law firm of Elliot, DeBoer & Hauler from 1971 to 1986 when he left to conduct his own private law practice in Chesterfield County until 1993. From 1993 to 2009, he served as Vice President and Regional Counsel for First American Title Insurance Company. Mr. DeBoer was a member of the Virginia State Bar Association, American Bar Association, and former member of the Chesterfield-Colonial Heights Bar Association. He was also a certified instructor for the Virginia Real Estate Board and both Virginia Bureau of Insurance and the Maryland Insurance Continuing Education programs. Mr. DeBoer is survived by his sons, Jeffrey DeBoer and Steven DeBoer of Colonial Heights; daughter, Elizabeth D. Dillard and husband Brian of Colonial Heights; granddaughters, Abby DeBoer, and Lauren DeBoer; and two brothers, Joe DeBoer and wife Janie of Colonial Heights and Jon DeBoer and wife Natalie of Richmond. A funeral service will take place 11:00 a.m. on Wednesday July 15, 2009 at Swift Creek Baptist Church, 18510 Branders Bridge Road, Colonial Heights with the Reverend Doctor Steve Felker officiating. Interment will follow in Southlawn Memorial Park, Prince George. The family will receive friends Tuesday evening, from 7:00 to:8:30 p.m. at the Colonial Heights Chapel of E. Alvin Small Funeral Homes and Crematory, 2033 Boulevard, Colonial Heights. In lieu of flowers, donations may be made to the Swift Creek Baptist Church Building Fund.
