Karla Budleman Scruggs

Karla Budelmann Scruggs, 94, of Colonial Heights passed away on Sunday, January 19, 2025. Born March 23, 1930, in Bremen Germany. She was the daughter of the late Karl and Olga Budelmann and was preceded in death by her husband of 69 years Boyd E. Scruggs Jr., her daughter Monica Scruggs Belvin and her husband James Baxter Belvin, Sr. Karla lived in Germany until meeting her husband while he was stationed in Germany. They married in Germany and then moved to the United States where she gained citizenship. They were stationed in many places in the United States along with Europe. They retired to Petersburg, Virgina until ultimately moving to Colonial Heights in the late 80s. Karla worked as a hairdresser before becoming a homemaker. In her leisure time she enjoyed gardening, being outdoors, and spending time with family and friends. She was part of a local German club and played the bells at church. Karla is survived by her granddaughter Heidi Belvin Castle and husband James “J.R.” Castle. Interment will be private. Funeral arrangements are being handled by the Colonial Heights Chapel of E.
